The German-Kazakh agriculture dialogue (APD) is a bilateral cooperation program in partnership between the German Federal Ministry of Food and Agriculture and the Ministry of Agriculture of the Republic of Kazakhstan.

It aims to assist the improvement of the legal and institutional framework for the development of a sustainable agriculture sector in Kazakhstan. One of the three project components of the APD is focused on organic agriculture and it aims to facilitate exchange and knowledge sharing, contribute to an improved legal and institutional framework for organic agriculture as well as to support the establishment of a lively association structure.

Kazakhstan is an important producer of organic wheat and it is the country with the 5th largest organic area in Asia having more than 192,000 hectares under organic cultivation (source: The World of Organic 2020). However, the share of organic is still low with only 0.1% of the total agriculture land and only 63 producers certified as organic. The national organic market is not well developed. Being considered a high-risk country for fraud, Kazakhstan is subject to additional inspections for exports to the European Union.

IFOAM – Organics International’s involvement in the APD is focusing on technical policy advice and capacity building to stakeholders and the Kazakhstan authorities.

The goal of our contribution to the APD component 2 is to support and advise stakeholders and public institutions to enable them to effectively support the development of the organic sector.

Concrete Objectives

Promote association structures for the organic agricultural sector.

Support the government and stakeholders to further develop the organic sector.

Support the country to address integrity issues in the organic sector and build more trust in organic products exported from Kazakhstan.
